- ads - - ads - পলাশী বিপর্যয় থেকে শুরু করে ১৯৪৭ সাল পর্যন্ত দীর্ঘ ১৯০ বছরের ব্রিটিশ শাসনামলের সিংহভাগ ইংরেজি ছিল এদেশের রাষ্ট্রভাষা। বিশ শতকের দ্বিতীয় দশক থেকে স্বাধীনতা আন্দোলন জোরদার হওয়ার সঙ্গে সঙ্গে স্বাধীন রাষ্ট্রের রাষ্ট্রভাষা কী হবে সে সম্পর্কে আলোচনা-সমালোচনা শুরু হয়। ভারতবর্ষ স্বরাজ লাভ করলে স্বাধীন ভারতের সাধারণ ভাষা কী হবে এ নিয়ে প্রশ্ন করে মহাত্মা গান্ধী রবীন্দ্রনাথ ঠাকুরের কাছে পত্র লিখলে জবাবে রবীন্দ্রনাথ লিখলেন : ভারতের সাধারণ ভাষা তথা আশু-প্রাদেশিক যোগাযোগের একমাত্র ভাষা হতে পারে হিন্দি।

সর্বভারতীয় সাংস্কৃতিক পরিম-লে হিন্দুদের হিন্দি-প্রীতির বিষয়টিতে মুসলমানদের মধ্যে উর্দু ভাষার প্রতি একটা বিশেষ দুর্বলতা ছিল। এ ছাড়া গ্রামীণ ও আধুনিক ইসলামী শিক্ষার সবচাইতে গুরুত্বপূর্ণ দুই কেন্দ্র দেওবন্দ ও আলীগড় উভয়ের অবস্থান উর্দু-অধ্যুষিত অঞ্চলে হওয়ায় আমাদের দেশের প্রাচীন ও আধুনিকপন্থি অনেক শিক্ষিত পরিবারে উর্দু ভাষায় কথাবার্তা বলাকে আভিজাত্যের ব্যাপার মনে করতেন।

ব্রিটিশ শাসনামলে স্বাধীনতা আন্দোলন চূড়ান্ত পর্যায়ে এসে দু’ভাগে বিভক্ত হয়ে পড়ে। একটির নেতৃত্বে ছিল ভারতীয় জাতীয় কংগ্রেস, আরেকটির নেতৃত্বে ছিল নিখিল ভারত মুসলিম লীগ। কংগ্রেস ছিল অখ- ভারতের সমর্থক। অপরদিকে মুসলিম লীগ ১৯৪০ সালের লাহোর অধিবেশনে এক প্রস্তাবে ভারতবর্ষ হিন্দু-প্রধান ও মুসলমান প্রধান অঞ্চলে এমনভাবে বিভক্ত করার সিদ্ধান্ত গৃহীত হয় যার ফলে প্রতিটি ইউনিট এক একটি স্বতন্ত্র স্বাধীন রাষ্ট্রে পরিণত হতে পারে। অনেক আলোচনা-সমালোচনার পর লীগ ও কংগ্রেস উভয় দলই ফর্মুলা মেনে নিতে সম্মত হয়।

এদিকে ১৯৪৬ সালে দিল্লিতে মুসলিম লীগ দলীয় আইন সভার সদস্যদের (লেজিসলেটারদের) কনভেনশনে লাহোর প্রস্তাবের আংশিক সংশোধন করে উপমহাদেশের মুসলিম আধুনিক পশ্চিম ও পূর্বাঞ্চলে নিয়ে একাধিকের বদলে আপাতত একটি (পাকিস্তান) রাষ্ট্র প্রতিষ্ঠার প্রস্তাব গৃহীত হয়। এ প্রস্তাবের উত্থাপক হোসেন শহীদ সোহরাওয়ার্দী তার প্রস্তাব উত্থাপনকালীন ভাষণের এক পর্যায়ে বলেন, অনেকে আমাকে প্রশ্ন করেছেন : পাকিস্তানই আমার শেষ দাবি কি-না? আমি এ প্রশ্নের কোনো জবাব দেব না। তবে এ কথা আমি অবশ্যই বলব, এ মুহূর্তে পাকিস্তানই আমার প্রধান দাবি। 

অর্থাৎ তিনি লাহোর প্রস্তাবের পূর্ণাঙ্গ বাস্তবায়নের মাধ্যমে উপমহাদেশের মুসলিম-অধ্যুষিত পূর্বাঞ্চলে একটি স্বতন্ত্র স্বাধীন রাষ্ট্র প্রতিষ্ঠার সম্ভাবনা নাকচ করে দিলেন না। যাই হোক দিল্লি প্রস্তাব মোতাবেক ১৯৪৭ সালের ১৪ আগস্ট পাকিস্তান রাষ্ট্রের উদ্ভব ঘটে এবং পূর্ববঙ্গকে এই বঙ্গের একটি প্রদেশ হিসেবে নিয়ে এই নতুন রাষ্ট্রের যাত্রা শুরু হয়।

এদিকে ১৯৪৭ সালে পাকিস্তান প্রতিষ্ঠার প্রাক্কালে মুসলিম লীগের শহীদ সোহরাওয়ার্দী ও আবুল হাশিম কংগ্রেসের শরৎ চন্দ্র বসুর উদ্যোগে ভারত ও পাকিস্তানের বাইরে একটি বৃহত্তর সার্বভৌম বাংলা রাষ্ট্র প্রতিষ্ঠার যে চেষ্টা করেন তাতে মুসলিম লীগ নেতা কায়েদে আজম জিন্নাহর সমর্থন থাকলেও গান্ধী, নেহেরু, প্যাটেল প্রমুখ কংগ্রেস নেতা এবং হিন্দু মহান নেতা ড. শ্যামপ্রসাদ মুখার্জীর প্রবল বিরোধিতার কারণে সে উদ্যোগ ব্যর্থতায় পর্যবসিত হয়। এদের শেষোক্ত (শ্যামাপ্রসাদ) এখনও দাবি করেন ভারত ভাগ না হলেও বাংলা ভাগ হতেই হবে। নইলে হিন্দুরা অবিভক্ত বঙ্গদেশে স্থায়ী সংখ্যালঘু হয়ে যাবে।

১৯৪৭ সালে ব্রিটিশ-শাসিত ভারতবর্ষ অখ- অবয়বে স্বাধীনতা লাভ করতো। সেক্ষেত্রে হিন্দিভাষীদের বিপুল সংখ্যাধিক্যের কারণে বাংলাকে রাষ্ট্রভাষা করার দাবি তোলাই সম্ভব হতো না। অন্যদিকে ১৯৪৭ সালে যদি লাহোর প্রস্তাবের পূর্ণ বাস্তবায়ন হতো, তা হলে পূর্বাঞ্চলীয় মুসলিম প্রধান রাষ্ট্রটির রাষ্ট্রভাষা হতো বাংলা। তাছাড়া যদি সোহরাওয়ার্দী, আবুল হাশিম ও শরৎচন্দ্র বসুর বৃহত্তর বাংলা রাষ্ট্র পরিকল্পনা হতো, তারও রাষ্ট্রভাষা বাংলা হতো। কিন্তু এসব না হয়েও যেভাবে ১৯৪৭ সালে পাকিস্তান রাষ্ট্র গঠিত হলো, তারও সংখ্যাগরিষ্ঠ জনগোষ্ঠীর মাতৃভাষা বাংলা হওয়ায় বাংলাকে পাকিস্তানের অন্যতম রাষ্ট্রভাষা করার দাবি তোলা সহজ হয়।

১৯৪৭ সালের ১ সেপ্টেম্বর গঠিত সাংস্কৃতিক সংস্থা তমদ্দুন মজলিস ১৫ সেপ্টেম্বর তারিখে প্রকাশিত পাকিস্তানের ‘রাষ্ট্রভাষা বাংলা না উর্দু’ শীর্ষক পুস্তিকার মাধ্যমে এই ভাষা আন্দোলনের সূচনা করে। এখানে উল্লেখ্য, স্বাধীন ভারতের রাষ্ট্রভাষা যে হিন্দি হবে, সে সিদ্ধান্ত কংগ্রেস আগে-ভাগেই গ্রহণ করে। কিন্তু পাকিস্তানের রাষ্ট্রভাষা কী হবে সে সম্পর্কে মুসলিম লীগ কোনো আনুষ্ঠানিক প্রস্তাব গ্রহণের আগেই পাকিস্তান প্রতিষ্ঠিত হয়ে যায়। পাকিস্তান প্রতিষ্ঠার প্রাক্কালে আলীগড় মুসলিম বিশ্ববিদ্যালয়ের ভাইস চ্যান্সেলর ড. জিয়াউদ্দিন আহম্মদ এক বিবৃতিতে পাকিস্তানের রাষ্ট্রভাষা উর্দু হওয়া উচিত বলে অভিমত প্রকাশ করলে বহু ভাষাবিদ ও প-িত ড. মুহম্মদ শহীদুল্লাহ তার তীব্র প্রতিবাদ জানান। রাষ্ট্রভাষা প্রশ্নে মুসলিম লীগের পক্ষ থেকে কোনো আনুষ্ঠানিক প্রস্তাব গ্রহীত না হলেও নতুন রাষ্ট্রের প্রশাসনে অবাঙালি উচ্চপদস্থ আমলাদের আধিক্যের কারণে ভেতরে ভেতরে উর্দুকে একমাত্র রাষ্ট্রভাষা করার চক্রান্ত চলতে থাকে। এ চক্রান্ত ধরা পড়ে যায় নতুন রাষ্ট্রের পোস্ট কার্ড, মানি অর্ডার ফর্ম, এনভেলপ প্রভৃতিতে ইংরেজির সাথে শুধু উর্দুর ব্যবহার দেখে। এই চক্রান্তের কথা আঁচ করতে পেরেই তমদ্দুন মজলিশ ১৯৪৭ সালের ১৫ সেপ্টেম্বর পাকিস্তানের রাষ্ট্রভাষা বাংলা না ‘উর্দু শীর্ষক পুস্তিকা’ লিখে ভাষা আন্দোলনের সূচনা করে।

শুধু পুস্তিকা প্রকাশ করেই তমদ্দুন মজলিশ বসে থাকেনি। এই দাবিতে বিশ্ববিদ্যালয়ের বিভিন্ন হলে ব্যক্তি-সংযোগ, আলোচনা বৈঠক এবং বিশ্ববিদ্যালয় ক্যাম্পাসে ছাত্র-শিক্ষকের সভা অনুষ্ঠানের ব্যবস্থা করে। এসব কাজে প্রধান উদ্যোক্তা ছিলেন তমদ্দুন মজলিসের প্রতিষ্ঠাতা অধ্যাপক আবুুল কাসেম। ১৯৪৭ সালেই বিশ্ববিদ্যালয়ের রসায়ন বিজ্ঞানের শিক্ষক অধ্যাপক নূরুল হক ভূঁইয়াকে আহ্বায়ক করে একটি রাষ্ট্রভাষা সংগ্রাম পরিষদ গঠিত হয়। ফজলুল হক হলে ১৯৪৭ সালের ডিসেম্বরে রাষ্ট্রভাষা বাংলার দাবিতে সভা অনুষ্ঠিত হয়। এভাবে বাংলা ভাষার আন্দোলন চারদিকে ছড়িয়ে পড়তে থাকে।

১৯৪৮ সালের ৪ জানুয়ারি পূর্বতন বঙ্গীয় প্রাদেশিক মুসলিম ছাত্রলীগের একটি অংশ পূর্ব পাকিস্তান মুসলিম ছাত্রলীগ নামে একটি স্বতন্ত্র সংস্থা হিসেবে আত্মপ্রকাশ করে। প্রতিষ্ঠার পর থেকেই এ সংস্থা ভাষা আন্দোলনের প্রশ্নে তমদ্দুন মজলিশের অবস্থান সমর্থন করে। তমদ্দুন মজলিশ ও ছাত্রলীগের যুগপত সদস্য শামসুল হককে আহ্বায়ক করে সংগ্রাম পরিষদ পুনর্গঠিত হয়। এই সংগ্রাম পরিষদের পক্ষ থেকে ১১ মার্চ রাষ্ট্রভাষা বাংলার দাবিতে সমগ্র পূর্ব পাকিস্তানে ধর্মঘট আহ্বান করা হয়। এই প্রতিবাদ দিবস বিপুল সাফল্যম-িত হয়। ১৯ মার্চ থেকে ১৪ মার্চ পর্যন্ত ঢাকা শহরের সর্বত্র ভাষার দাবিতে বিক্ষোভ চলতে থাকে। তৎকালীন প্রাদেশিক চিফ মিনিস্টার খাজা নাজিমুদ্দিন এতে ভয় পেয়ে যান। কারণ, ১৯ মার্চ কায়েদে আজম জিন্নাহর ঢাকা সফরের কথা। খাজা নাজিমুদ্দিন পরিস্থিতি শান্ত করতে সকল দাবিদাওয়া মেনে নিয়ে সংগ্রাম পরিষদের সঙ্গে চুক্তি স্বাক্ষর করেন। এরপর জিন্নাহ ঢাকায় এসে রেসকোর্স ময়দানে এক জনসভায় ও কার্জন হলের বিশেষ সমাবর্তনে ভাষণ দেন। উভয় ভাষণে তিনি উর্দুকে একমাত্র রাষ্ট্রভাষা করার ঘোষণা দেন। উভয় স্থানেই তার বক্তব্যের প্রতিবাদ হয়। বিশাল জনসভায় এ প্রতিবাদ তিনি টের না পেলেও সমাবর্তনের সীমিত উপস্থিতিতে কিছু তরুণ যখন ভাষা সম্পর্কে তার বক্তব্যের প্রতিবাদ জানায়, তিনি চিন্তিত হয়ে থমকে যান এবং বক্তব্য সমাপ্ত না করেই চলে যান। পরদিন তিনি বাংলা ভাষা সমর্থকদের সঙ্গে বৈঠক করেন। উভয় পক্ষ নিজ নিজ বক্তব্যে অটল থাকায় বৈঠক ব্যর্থ হয়ে যায়। তবে ওই বছরের ১১ সেপ্টেম্বর তাঁর মৃত্যু পর্যন্ত জিন্নাহ সাহেব রাষ্ট্রভাষা নিয়ে আর কোনো বক্তব্য দেননি।

১৯৪৮ থেকে ১৯৫১ পর্যন্ত রাষ্ট্রভাষা প্রশ্নে কোনো বড় ঘটনা ঘটেনি। ১৯৪৯ সালে বাংলা হরফ বদলানোর এক চক্রান্ত হলে তমদ্দুন মজলিশসহ বিভিন্ন সংস্থা প্রতিবাদ জানালে সরকার এ প্রশ্নে পিঠটান দিতে বাধ্য হয়। এরপর ১৯৫২ সালে খাজা নাজিমুদ্দিন পাকিস্তানের প্রধানমন্ত্রী হিসাবে ঢাকায় এসে ২৭ জানুয়ারি পল্টন ময়দানে এক জনসভায় ঘোষণা দেন উর্দুই হবে পাকিস্তানের একমাত্র রাষ্ট্রভাষা। যে নাজিমুদ্দিন ১৯৪৮ সালে বাংলা রাষ্ট্রভাষার দাবি মেনে নিয়ে চুক্তি স্বাক্ষর করেন তার এ ঘোষণা বিশ্বাসঘাতকতা বলে সবার কাছে প্রতিভাত হয়। ওই বিশ্বাসঘাতকতার প্রতিবাদেই ১৯৫২ সালের ২১ ফেব্রুয়ারি প্রতিবাদ দিবস পালনের সিদ্ধান্ত হয়।

এর পরের ইতিহাস সবার জানা। তবে ২১ ফেব্রুয়ারি রাষ্ট্রভাষা বাংলার দাবিতে তরুণদের রক্তদানের পর বাংলা রাষ্ট্র ভাষার বিরুদ্ধে কেউ আর কখনও চক্রান্ত করার সাহস পায়নি এবং ১৯৫৬ সালে পাকিস্তানের সংবিধানে বাংলা অন্যতম রাষ্ট্রভাষা হিসেবে স্বীকৃতি লাভ করে। এভাবেই ভাষা আন্দোলনের চূড়ান্ত বিজয় গৃহীত হয়।

১৯৪৭ সালে তমদ্দুন মজলিশের প্রকাশিত ‘পাকিস্তানের রাষ্ট্রভাষা বাংলা না উর্দু’ শীর্ষক পুস্তিকায় লাহোর প্রস্তাবের যে উল্লেখ ছিল সে প্রস্তাবের সুদূরপ্রসারি লক্ষ্য হিসেবে উপমহাদেশের মুসলিম-অধ্যুষিত পূর্বাঞ্চলে একটি স্বতন্ত্র স্বাধীন রাষ্ট্র প্রতিষ্ঠার কথা ছিল, নানা ঘাত প্রতিঘাতের মধ্য দিয়ে সে লক্ষ্যও অর্জিত হয়েছে ১৯৭১ সালে। সে নিরিখে বলা যায় ভাষা আন্দোলনের চূড়ান্ত ফসল হিসাবেই আজ আমরা বাংলাদেশ নামের স্বাধীন রাষ্ট্রের গর্বিত নাগরিক।
